Failure to follow suit in accordance with LAW 44 or failure to lead or play, when able, a card or suit required by law or specified by an opponent when exercising an option in rectification
of an irrregularity, constitutes a revoke.

LAW 61 B1 
            DECLARER MAY ASK A DEFENDER who has failed to follow suit whether he has a card of the suit led.

LAW 61 B2 (a) DUMMY MAY ASK DECLARER. (but see LAW 43 B 2 (b) )

LAW 61 B2 (b) DUMMY MAY NOT ASK A DEFENDER  and Law 16B may apply

LAW 61 B3     DEFENDERS MAY ASK DECLARER and, 
                        unless prohibited by the Regulating Authority,

A player may play any otherwise legal card if he is unable to lead or play as required to comply with a rectification, whether because he holds no card of the required suit, or because he has only cards of a suit he is prohibited from leading, or because he is obliged to follow suit.
