41 A THE OPENING LEAD
Chapter 1 The player who has the opening lead may ask a question, or questions,
          of either declarer or dummy before choosing his opening lead.
The opening lead should be placed face down on the table in order that
          either his partner or declarer may request explanation of an
          opponents call and must remain face down until there are no more
            questions.
THE FACE - DOWN LEAD MAY BE WITHDRAWN ONLY UPON
INSTRUCTION OF THE DIRECTOR AFTER AN IRREGULARITY.
BID BOX The bidding cards should not be returned to the bidding box
REGS          until the opening lead has been faced.
41 B If the opening leader faces his opening lead, without asking for 
20  F  2         questions, declarer still has the right to question either defender
        before playing from dummy.
Declarer or either defender can ask for a review of the bidding at
        his turn to play his first card, never again during the 
        play of the hand.
Declarer or either defender may ask for explanations at his turn to
       play at any time during the play of the hand. A defender must be
       careful to avoid the transmission of unauthorised information 
       to partner.

and either defender may ask declarer but
DEFENDER CANNOT ASK PARTNER,
when he has failed to follow suit to a trick,
whether or not he has a card of the suit led.
